Bruce Chen is a PhD candidate at Monash University.  His thesis seeks to establish the similarities and differences, and likely interrelationships, between the common law principle of legality and s 32 of the Charter of Human Rights and Responsibilities Act 2006 (Vic).  Bruce's primary areas of interest are human rights, administrative law and statutory interpretation.  He has previously worked as a senior lawyer at the Victorian Equal Opportunity and Human Rights Commission, the Victorian Government Solicitor's Office, and as a judge's associate at the Supreme Court of Victoria and Victorian Civil and Administrative Tribunal.  Bruce is also a sessional tutor in law at La Trobe University.
